Research and application on three equilibrium law under the framework of water resources entire elements option allocation

Abstract: The development process of the water resources allocation was reviewed, and the new three times equilibrium law under the framework of water resources entire elements option allocation to satisfy the requirement of water resources allocation situation was presented in this paper. Under the framework of water resources entire elements option allocation and based on the multi-objective of water demand and supply balance, the pollutants emission amount control, the water quality standard in water functional zone and river ecological flow requirements, the new three times equilibrium law analyzed the water supply, pollution treatment, and water environment protection by different levels and stages, which provided a strong technical support for the strictest system of water resources management.
