Abstract: Fen River basin is the political and cultural center and important agricultural region of Shanxi province. It is also the main energy output regions of China, but nowadays, the basin meets its serious ecological problems, water transfer from other rivers for ecological water supplement may be the major measure to solve them. This paper proposes an integrated water simulation system of Fen River (FRSYE) to estimate the affect of water quality and water environment capacity by the supplement. The research based on the pollution loads gives the results of 30 major stations of Fen River with different water supplement scenarios. The results shows that the river can carry 26 700t COD and 1 400t NH 3 -N in the case of basic water condition. Water supplement for ecology can improve the environment to a certain extent. The low supplement has a water transfer of 2.5×10 8 m 3 with a little effect to the environment capacity and the high supplement with 3.9×10 8 m 3 water can improve carrying capacity of COD and NH 3 -N by 8% and 12%.
