IWHR’s Department of Water Resources undertook a research project on “Water Resource Carrying Capacity and Water Withdrawal and Usage Quantity Control in Jianping County”.
It is organized against the backdrop that the water resource quantity in Jianping County, in northeast China’s Liaoning Province, is mismatched with the need for future sustainable socio-economic development. The total water resource quantity in Jianping County is re-checked by multiple methods; a water allocation scheme on a 20-year scale is introduced for the first time; and sets of indicators on water resource carrying capacity and water withdrawal and usage quantity control are put forward.
The project made breakthroughs in the methodology of ground water quantity calculation under complex situations, water allocation-oriented calculation of water resource carrying capacity and assessment procedures. Results of the project provide sound support to the incoming water allocation planning project in Jianping County as well as the implementation of the strictest water resource management system.
