IWHR's Department of Water Resources has completed the research on the implementation plan for building pilot city of water and ecological civilization in Chengde, a historical city in North China’s Hebei Province.
The implementation plan provides an overall summary and evaluation of the status quo and basic conditions for water and ecological civilization development in Chengde, and draws out the guiding concepts, targets, indicator system, as well as the general water management philosophy characterized by “prioritizing water conservation and pollution control, matching socio-economic development with local environment carrying capacity, adopting a systematic approach to water management and making innovations in systems and mechanisms”, and makes clear the overall layout of “one river, two reservoirs, three districts” and four measures including the protection, management, restoration and institutionalization of eco-system.
