Project background: Water Resources Professional Knowledge Service System is one of the sub-projects constructed by Knowledge Center of Chinese Academy of Engineering. Taking the water resources professional knowledge service as the orientation and aiming at serving the development of the water resources science and technology field in China, by collecting and connecting the relevant data in the water resources science and technology field in China, refining the water resources science and technology knowledge and taking water resources professional knowledge service as the orientation, it mainly provides knowledge services for strategic consultation and decision-making of national major water resources projects and tackling of major scientific research projects.
Main content: Relying on the long-term accumulated data resources and industry experts’ wisdom in the water resources industry and focusing on water resources management, the Water Resources Sub-center constructs water resources knowledge base and explores deposits scientific and technological knowledge of water resources project to provide knowledge services for water resources affairs decisions and improve water resources management level; the research and development of technologies for convergence and amalgamation, in-depth analysis, learning and evolution of water resources data resources help users improve the ability to discover the water-related knowledge and analyze the management decisions; the integration of information resources, expert wisdom, analytic and mining technologies, information service and other factors and design and establishment of long-term operation and data maintenance and update mechanism can realize the continuous data updating and knowledge intelligent discovery and evolution and enhance the capacities of knowledge production and social services in the water resources domain in China.
Scale and Distribution of demonstration and popularization: The system plans to formally launch the knowledge services in the near future to provide water resources professional knowledge services for academicians, experts, scientific researchers and the public paying attention to the water resources industry and doctoral and postgraduate students who are interested in the development of water resources from colleges and technical secondary schools and other groups to conduct the sustainable and effective development and utilization and scientific management of water resources and scientific and technological innovation and development in the water resources domain.
Main scientific and technological innovations and contributions: Water Resources Professional Knowledge Service System has collected the relevant laws and regulations of the water resources industry for the first time, including national laws, local regulations, some rules and regulations, normative documents and others issued by the State Council, National Development and Reform Commission, State Development Planning Commission, Ministry of Water Resources, 7 major river basins, 31 provincial units and 4 municipalities with independent planning status; collected the text resources such as relevant standards and scientific research achievements of the water resources industry in recent years; and processed and obtained the infrastructure distribution and characteristics of water resources industry, monitoring statistics of industrial management objects and other data resources by the means of data extraction, collection and statistics, which can be completely open to the users of the system. More than 2 million resources have been stored in the database.
Achievement and scientific and technological output: The system has been preliminarily constructed and the water resources professional knowledge service system has conducted the point-line-plane comprehensive presentation and mining of the existing knowledge resources in the water resources industry and the knowledge service capability has been preliminarily formed.
Social benefits: Water Resources Sub-center also carried out knowledge push service. At present, it provides knowledge push service for many academicians and major consulting projects of Chinese Academy of Engineering. In order to provide better services, Water Resources Sub-center has opened an official account of Water Resources Knowledge Base, which is convenient for academicians and experts to receive and view relevant knowledge information anytime and anywhere by mobile phone.
